These are the words which Mosheh spoke to all Yisra'el across the Yarden in the wilderness, in the 'Aravah, opposite Suf, between Paran and between Tophel and Lavan and Ḥatserot and Di-zahav.

Eleven days from Ḥorev, the way of Mount Se'ir, to Qadesh Barne'a.

And it was in the fortieth year, in the eleventh month, on the first of the month, Mosheh spoke to the sons of Yisra'el, according to all which יהוה commanded him concerning them.

After he struck Sihon, king of the Emori, who dwelt in Ḥeshbon, and 'Og, king of the Bashan, who dwelt in 'Ashtarot in Edre'i.

Across the Yarden, in the land of Mo'av, Mosheh began to explain this teaching, saying:

יהוה our Elohim spoke to us in Ḥorev, saying, 'Enough for you is dwelling on this mountain.'

'Turn and journey for yourselves and come to the mountain of the Emori, and to all its neighbors in the 'Aravah, in the mountain, and in the lowlands, and in the Negev, and on the coast of the sea, the land of the Kena'ani, and the Livanon, as far as the great river, the river Perat.'

'See, I have given the land before you. Come and inherit the land which יהוה swore to your fathers, to Avraham, to Yitsḥaq, and to Ya'aqov, to give to them and to their offspring after them.'

'And I said to you at that time, saying, 'I alone am not able to bear you.'

'יהוה your Elohim has multiplied you, and behold, you are today like the stars of the heavens, in multitude.'

'יהוה, the Elohim of your fathers, may He add to you, like you, a thousand times, and may He bless you, as He spoke to you.'

'How can I alone bear your burden, and your load, and your disputes?'

'Provide for yourselves men, wise and understanding and knowledgeable, for your tribes, and I will appoint them as your heads.'

'And you answered me and said, 'The thing which you have spoken to do is good.''

'And I took the heads of your tribes, men, wise and knowledgeable, and I gave them as heads over you, chiefs of thousands, and chiefs of hundreds, and chiefs of fifties, and chiefs of tens, and officers for your tribes.'

'And I commanded your judges at that time, saying, 'Hear between your brothers, and judge justly between a man and between his brother, and between his sojourner.'

'You shall not show favoritism in judgment; like the small, like the great you shall hear; you shall not be intimidated because of a man, for the judgment belongs to Elohim. And the matter which is too difficult for you, you shall bring to me, and I will hear it.'

'And I commanded you at that time concerning all the matters which you shall do.'

'And we journeyed from Ḥorev, and we went through all that great and awesome wilderness which you saw, the way of the mountain of the Emori, as יהוה our Elohim commanded us, and we came to Qadesh Barne'a.'

'And I said to you, 'You have come to the mountain of the Emori, which יהוה our Elohim is giving to us.'

'See, יהוה your Elohim has given the land before you; go up, possess, as יהוה, the Elohim of your fathers, spoke to you. Do not fear, and do not be dismayed.'

'And you all came near to me and said, 'Let us send men before us, and let them scout the land for us, and let them bring us back word concerning the way by which we shall go up, and concerning the cities to which we shall come.'

'And the matter was good in my eyes, and I took from you twelve men, one man for each tribe.'

'And they turned and went up into the mountain, and they came to the valley of Eshkol, and they scouted it.'

'And they took in their hand some of the fruit of the land, and they brought it down to us, and they brought us back word, and they said, 'The land which יהוה our Elohim is giving us is good.'

'But you were unwilling to go up, and you rebelled against the command of יהוה your Elohim.'

'And you grumbled in your tents and said, 'Because of יהוה's hatred for us, He brought us out of the land of Mitsrayim to give us into the hand of the Emori, to destroy us.'

'Where are we going up? Our brothers have caused our hearts to melt, saying, 'A people greater and taller than we are; cities great and fortified up to the heavens; and also sons of Anakim we have seen there.'

'And I said to you, 'Do not be terrified, and do not fear them.'

'יהוה your Elohim, He who goes before you, He will fight for you, according to all which He did for you in Mitsrayim before your eyes.'

'And in the wilderness, which you saw, that יהוה your Elohim carried you, as a man carries his son, in all the way which you walked until you came to this place.'

'And in this matter, you are not believing in יהוה your Elohim.'

'He who goes before you in the way, to seek out a place for you to encamp, in fire by night, to show you the way in which you shall go, and in a cloud by day.'

'And יהוה heard the sound of your words, and He became angry, and He swore, saying:'

'No man of these men, this evil generation, shall see the good land which I swore to give to your fathers.'

'Except Kalev, son of Yefuneh; he shall see it, and to him I will give the land which he trod upon, and to his sons, because he fully followed יהוה.'

'Also against me יהוה became angry because of you, saying, 'You also shall not go there.'

'Yehoshua, son of Nun, who stands before you, he shall go there; strengthen him, for he shall cause Yisra'el to inherit it.'

'And your little ones, which you said would become plunder, and your children, who today do not know good and evil, they shall go there, and to them I will give it, and they shall inherit it.'

'And you, turn for yourselves and journey into the wilderness, the way of the Sea of Reeds.'

And you answered and said to me, 'We have sinned against יהוה; we will go up and fight, according to all which יהוה our Elohim commanded.' And each of you girded his weapons of war, and you were eager to go up into the mountain.

And יהוה said to me, 'Say to them, 'You shall not go up, and you shall not fight, for I am not in your midst, and you shall not be struck down before your enemies.'

'And I spoke to you, and you did not listen, and you rebelled against the command of יהוה, and you acted presumptuously, and you went up into the mountain.'

'And the Emori who dwelt in that mountain came out to meet you, and they pursued you as the bees do, and they struck you down in Se'ir as far as Hormah.'

'And you returned and wept before יהוה, and יהוה did not listen to your voice, and He did not pay attention to you.'

'And you dwelt in Qadesh many days, according to the days which you dwelt.'
