The thirteenth new moon is expected to be visible on 4 March 2022 in Israel. Africa and the Americas should see the new moon on 3 March if weather permits. It is a leap year with the extra month, leap years always looks weird to me but happen every 3 to 4 years with the last leap year ending in 2019.
This means that the following new moon in April will be the new year.

13th Moon New Moon in the Miqra
Interestingly, I am not aware of any references to the 13th new moon in the Miqra. This absence of mention has led some to postulate that the Earth’s cycle around the sun is slowing from the time of creation when Noach for example counted the months at 30 days each and now the months are about 29.5 days long. Let me know if I missed a reference in the Miqra.
Outside the Miqra there are many references, from the Sanhedrin and Rabbinical sources. There are Karaite sources too, such as Purim in Adar I, and it isn’t uncommon as it happens every 3 to 4 years. Aviv barley reports should be available as we approach the next new moon. There is a search this month for Aviv, but for the most part, this would be considered too early.
